PHILOSOPHY
Every citizen has value and:
- deserves to be treated with dignity,
- is capable of growth and development,
- should have a range of choices, wishes and desires that are respected and considered as options,
- must be involved in and carry the primary responsibility for the decisions affecting their lives
- should live and work in the most natural settings,
- should live in and be part of the community, and
- all citizens have the right to fully exercise their rights as guaranteed by the Constitution of the United States.
