PHILOSOPHY

Every citizen has value and:

• deserves to be treated with dignity,
• is capable of growth and development,
• should have a range of choices, wishes and desires that are respected and considered as options,
• must be involved in and carry the primary responsibility for the decisions affecting their lives
• should live and work in the most natural settings,
• should live in and be part of the community, and
• all citizens have the right to fully exercise their rights as guaranteed by the Constitution of the United States.
